ธมฺมราชาสุตฺต
A Principled King
“โยปิ โส, ภิกฺขเว, ราชา จกฺกวตฺตี ธมฺมิโก ธมฺมราชา, โสปิ น อราชกํ จกฺกํ วตฺเตตี”ติฯ
“Bhikkhus, even a wheel-turning monarch, a just and principled king, does not wield power without having their own king.”
เอวํ วุตฺเต อญฺญตโร ภิกฺขุ ภควนฺตํ เอตทโวจ: “โก ปน, ภนฺเต, รญฺโญ จกฺกวตฺติสฺส ธมฺมิกสฺส ธมฺมรญฺโญ ราชา”ติ?
When he said this, one of the bhikkhus asked the Buddha, “But who is the king of the wheel-turning monarch, the just and principled king?”
“ธมฺโม, ภิกฺขู”ติ ภควา อโวจฯ
“It is principle, monk,” said the Buddha.
“อิธ, ภิกฺขุ, ราชา จกฺกวตฺตี ธมฺมิโก ธมฺมราชา ธมฺมญฺเญว นิสฺสาย ธมฺมํ สกฺกโรนฺโต ธมฺมํ ครุํ กโรนฺโต ธมฺมํ อปจายมาโน ธมฺมทฺธโช ธมฺมเกตุ ธมฺมาธิปเตโยฺย ธมฺมิกํ รกฺขาวรณคุตฺตึ สํวิทหติ อนฺโตชนสฺมึฯ
“Monk, a wheel-turning monarch provides just protection and security for his court, relying only on principle—honoring, respecting, and venerating principle, having principle as his flag, banner, and authority.
ปุน จปรํ, ภิกฺขุ, ราชา จกฺกวตฺตี ธมฺมิโก ธมฺมราชา ธมฺมญฺเญว นิสฺสาย ธมฺมํ สกฺกโรนฺโต ธมฺมํ ครุํ กโรนฺโต ธมฺมํ อปจายมาโน ธมฺมทฺธโช ธมฺมเกตุ ธมฺมาธิปเตโยฺย ธมฺมิกํ รกฺขาวรณคุตฺตึ สํวิทหติ ขตฺติเยสุ อนุยนฺเตสุ …เป… พลกายสฺมึ พฺราหฺมณคหปติเกสุ เนคมชานปเทสุ สมณพฺราหฺมเณสุ มิคปกฺขีสุฯ ส โข โส, ภิกฺขุ, ราชา จกฺกวตฺตี ธมฺมิโก ธมฺมราชา ธมฺมญฺเญว นิสฺสาย ธมฺมํ สกฺกโรนฺโต ธมฺมํ ครุํ กโรนฺโต ธมฺมํ อปจายมาโน ธมฺมทฺธโช ธมฺมเกตุ ธมฺมาธิปเตโยฺย ธมฺมิกํ รกฺขาวรณคุตฺตึ สํวิทหิตฺวา อนฺโตชนสฺมึ ธมฺมิกํ รกฺขาวรณคุตฺตึ สํวิทหิตฺวา ขตฺติเยสุ อนุยนฺเตสุ พลกายสฺมึ พฺราหฺมณคหปติเกสุ เนคมชานปเทสุ สมณพฺราหฺมเณสุ มิคปกฺขีสุ ธมฺเมเนว จกฺกํ ปวตฺเตติ; ตํ โหติ จกฺกํ อปฺปฏิวตฺติยํ เกนจิ มนุสฺสภูเตน ปจฺจตฺถิเกน ปาณินาฯ
He provides just protection and security for his khattiya class persons, vassals, troops, brahmins and householders, people of town and country, ascetics and brahmins, beasts and birds. When he has done this, he wields power only in a principled manner. And this power cannot be undermined by any human enemy.
เอวเมวํ โข, ภิกฺขุ, ตถาคโต อรหํ สมฺมาสมฺพุทฺโธ ธมฺมิโก ธมฺมราชา ธมฺมญฺเญว นิสฺสาย ธมฺมํ สกฺกโรนฺโต ธมฺมํ ครุํ กโรนฺโต ธมฺมํ อปจายมาโน ธมฺมทฺธโช ธมฺมเกตุ ธมฺมาธิปเตโยฺย ธมฺมิกํ รกฺขาวรณคุตฺตึ สํวิทหติ ภิกฺขูสุ: ‘เอวรูปํ กายกมฺมํ เสวิตพฺพํ, เอวรูปํ กายกมฺมํ น เสวิตพฺพํ; เอวรูปํ วจีกมฺมํ เสวิตพฺพํ, เอวรูปํ วจีกมฺมํ น เสวิตพฺพํ; เอวรูปํ มโนกมฺมํ เสวิตพฺพํ, เอวรูปํ มโนกมฺมํ น เสวิตพฺพํ; เอวรูโป อาชีโว เสวิตพฺโพ, เอวรูโป อาชีโว น เสวิตพฺโพ; เอวรูโป คามนิคโม เสวิตพฺโพ, เอวรูโป คามนิคโม น เสวิตพฺโพ'ติฯ
In the same way, monk, a Realized One, a perfected one, a fully awakened Buddha, a just and principled king, provides just protection and security for the monks, relying only on principle—honoring, respecting, and venerating principle, having principle as his flag, banner, and authority. ‘This kind of bodily action should be cultivated. This kind of bodily action should not be cultivated. This kind of verbal action should be cultivated. This kind of verbal action should not be cultivated. This kind of mental action should be cultivated. This kind of mental action should not be cultivated. This kind of livelihood should be cultivated. This kind of livelihood should not be cultivated. This kind of market town should be cultivated. This kind of market town should not be cultivated.’

In the same way, monk, a Realized One, a perfected one, a fully awakened Buddha, a just and principled king, provides just protection and security for the nuns … laymen … laywomen, relying only on principle—honoring, respecting, and venerating principle, having principle as his flag, banner, and authority. ‘This kind of bodily action should be cultivated. This kind of bodily action should not be cultivated. This kind of verbal action should be cultivated. This kind of verbal action should not be cultivated. This kind of mental action should be cultivated. This kind of mental action should not be cultivated. This kind of livelihood should be cultivated. This kind of livelihood should not be cultivated. This kind of market town should be cultivated. This kind of market town should not be cultivated.’
ส โข โส, ภิกฺขุ, ตถาคโต อรหํ สมฺมาสมฺพุทฺโธ ธมฺมิโก ธมฺมราชา ธมฺมญฺเญว นิสฺสาย ธมฺมํ สกฺกโรนฺโต ธมฺมํ ครุํ กโรนฺโต ธมฺมํ อปจายมาโน ธมฺมทฺธโช ธมฺมเกตุ ธมฺมาธิปเตโยฺย ธมฺมิกํ รกฺขาวรณคุตฺตึ สํวิทหิตฺวา ภิกฺขูสุ, ธมฺมิกํ รกฺขาวรณคุตฺตึ สํวิทหิตฺวา ภิกฺขุนีสุ, ธมฺมิกํ รกฺขาวรณคุตฺตึ สํวิทหิตฺวา อุปาสเกสุ, ธมฺมิกํ รกฺขาวรณคุตฺตึ สํวิทหิตฺวา อุปาสิกาสุ ธมฺเมเนว อนุตฺตรํ ธมฺมจกฺกํ ปวตฺเตติ; ตํ โหติ จกฺกํ อปฺปฏิวตฺติยํ สมเณน วา พฺราหฺมเณน วา เทเวน วา มาเรน วา พฺรหฺมุนา วา เกนจิ วา โลกสฺมินฺ”ติฯ
When a Realized One, a perfected one, a fully awakened Buddha has provided just protection and security for the monks, nuns, laymen, and laywomen, he rolls forth the supreme Wheel of Dhamma only in a principled manner. And that wheel cannot be rolled back by any ascetic or brahmin or god or Māra or Brahmā or by anyone in the world.”
